广州万博中央商务区拟建天然气分布式能源站

羊城晚报记者从广州市发改委获悉，广州万博中央商务区拟建天然气分布式能源站项目，并于昨天向社会公众进行项目的公示。公众可在该项目公示之日起5个工作日内，以实名方式向广州市发改委或广州市国际工程咨询公司提出书面意见。



据了解，该项目工程建设总规模为58.38MW的6台单机发电容量9.73MW燃气内燃机组，以110kV一级电压就近接入当地电网，并配套建设冷热管网。能源站由内燃机房（动力岛）、高压配电间、低压配电间、监控室、控制室、暖通化水车间等房间组成。占地面积5500m2，分四层布置。



该项目工程向番禺万博商圈内的超过150万平方米的酒店、公寓、商场等场所提供中压蒸汽、低压蒸汽、生活热水热媒水以及冷冻水，同时作为公用电厂向近区用电负荷供应电力。






广东肇庆新区“能源心脏”诞生：首个天然气分布式能源站

天然气发电后产生的烟气余热，通过热水加热器回收，生产可供应周边商务写字楼、宾馆、学校、医院、餐饮的生活热水……近日，位于肇庆新区的首个分布式能源站——2号泛能站一期主体建筑建设全面完成，并将在7月底试运行。这座绿色“能源心脏”的诞生，意味着肇庆新区“绿色低碳”发展理念迈出了实质性的一步。



“能源心脏”可利用余能



据悉，肇庆新区以“绿色低碳”为发展模式，启动规划建设两年多来，肇庆新区在空间布局、生态系统、低碳交通、工程建设、技术应用等关键领域开启绿色发展模式。今年3月1日，《肇庆新区天然气分布式能源集中供能管理办法》开始实施，首个分布式能源站——2号泛能站正式动工。



什么叫分布式能源站?承建肇庆新区分布式能源站的肇庆新奥清洁能源公司总经理左文胜告诉记者，肇庆新区分布式能源站主要使用天然气为燃料，冷热电联产、实现能源梯级利用。“它好比一个‘能源心脏’，通过电网和天然气管网组网运行，向一定区域内的用户同时提供冷、热、生活热水等能源服务，它的核心优点是余能利用。比如说，在传统发电方式过程中，这些带有丰富热能的烟气就自然流失了，导致能源利用率不高。而分布式能源站则可利用天然气发电后产生的烟气余热，生产出生活热水，或通过被溴冷机吸收进行制冷并输送冷气。到时候新区内的家家户户都不用装空调主机、热水器，按空调开关就有冷气暖气，扭开水龙头就有热水。”



左文胜表示，目前一些传统供能方式能源利用率不高，只有40%-50%，而分布式能源站，则会避免了输变电损失以及输热损失，能源综合利用效率在80﹪以上。



是全国首个大范围使用分布式能源地区



肇庆新区面积约115平方公里，根据规划将建23个分能源站，覆盖桂城街道、广利街道、凤凰镇、莲花镇和永安镇，这些能源站在管网的连接下，组成新区泛能微网，能源站能蓄能，站与站之间的能源利用还可以互补。据了解，分布式能源技术在国内已有应用，但均为单一业态的应用，如此大范围使用冷热电联供的地方，肇庆新区属于全国首个。



2号泛能站是肇庆新区首期在核心区建设的5个分布式泛能站之一，在今年3月1日率先破土建设，主要为北京师范大学肇庆附属学校及周围方圆1.5公里范围内的行政、商业建筑供能。



7月4日，记者在施工现场看到，该泛能站为三层建筑结构，目前泛能站主体建设已完成，现正进行供能设备安装。据泛能站承建公司规划发展部经理邱元明介绍，2号泛能站一期建设面积约1000多平方米，投资约3000多万元，在7月底可以试运行，目前主要用于向北京师范大学肇庆附属学校输送冷气，9月1日正式投入使用。1号和5号泛能站也计划年内动工建设。



将减少九成二氧化碳排放



据了解，新区的分布式能源系统建成后，新区能源使用总量得到控制，能源效率明显提高，能源结构合理平衡，真正实现绿色低碳。GDP能耗将下降55.2%，二氧化碳排放将减少90%。



根据《肇庆新区能源规划(2013—2030年)》，到2030年，新区总能耗将控制在150万吨标准煤以内，全部使用清洁能源，可再生能源利用占整体能耗20%以上，单位GDP能耗低于0.3吨标煤/万元，碳排放强度低于0.2吨/万元。



左文胜表示，“政府部门作为用能单位，也能享受到与一般用能企业、居民的能源投资和用能费用的降低。与此同时，绿色低碳能源运营，完全满足政府绿色低碳发展的需要，真正实现理想城市、宜居城市的生活。”

Yancheng Tinghu District People’s Hospital distributed energy station project obtaining approval of Jiangsu DRC

The project of Tinghu District People’s Hospital natural gas distributed energy station obtained the approval of the provincial Development and Reform Commission (DRC) of Jiangsu on June 10^th. Such energy station, invested and constructed by Yancheng Xinao Gas Co., Ltd in new city, provides all cooling and heating load and partial electricity for Tinghu Hospital with intelligent energy efficiency platform and system integration technique for electricity generation, steam generation and cooling with the pipe gas. The average energy comprehensive utilization rate is as much as 80% above, much higher than that in traditional central energy providing. The Project is the first natural gas distributed energy station with the approval in the northern part of Jiangsu, featuring high energy efficiency, cleaning and environment protection, high safety, electricity load leveling and high economic benefits. It will provide the positive model effect on the promotion of clean energy, energy saving and emission reduction and protection of air pollution in the city.

It is intended to establish one internal gas combustion unit of 630kw, matching with one heat recovery boiler, one steam Lithium bromide unit, one ground source heat pump and two gas Lithium bromide cooling units and gas steam boilers and supporting facilities.






Commencement of Guangzhou Aotou natural gas distributed energy station project

Conghua Aotou distributed energy station, designed by  Changsha Planning and Design Institute, was commenced by Guangzhou Development Group recently.



It is learned that the Project is listed in the national distributed energy model projects, a natural gas distributed energy model project in 12^th Five –year Plan of Guangdong Province. It is also project featuring low carbon emission, comprehensive and highly effective utilization and environment protection and energy saving, meeting national policies on energy saving and emission reduction. The step utilization of the energy is realized in the Project with the natural gas and CCHP, integrated with new energy of solar energy, featuring high efficiency, energy saving and environment protection. The Project is distributed near the users in small scale and volume, modularization and decentralization. It will improve the comprehensive energy utilization efficiency and realize the energy saving and emission reduction effectively.



It is reported that the first unit of the Project will be put into operation on Oct 15^th, 2014 and the second one on Nov 15^th, 2014.

Guangzhou development Aotou distributed energy station project obtained the approval of DRC of Guangdong Province in August 2013, which is the first industrial park distributed energy station model project in Guangzhou. Two gas cogeneration units of 15MW of each will be established in the first phase of the Project with the total investment of RMB￥360million. The annual gas consumption will be 68million normal cubic meter approximately after the Project reaches the designed capacity, which is supplied by Guangzhou Gas Group Co., Ltd, the wholly-owned subsidiary of the Company.
